PROPOSED INFORMATION ON THE CEI*** - 160 KM, CEI*** - 120 KM, 80 KM and 40 KM INTRODUCTION THE KELANTAN ROYAL ENDURANCE RIDE 4, 2007 will be conducted as part of the overall celebration to commemorate the birthday of His Royal Highness the Sultan of Kelantan’s. The Ride shall be organized by the State Government of Kelantan. It shall be held on Friday and Saturday, 7th - 8th September 2007 in the general area of Gunong, in the District of Bachok, in the State of Kelantan, Malaysia. The venue of the Ride (Gunong) is located about 20 km away from Kota Bharu, the State Capital of Kelantan. The Ride will culminate with a dinner and prize giving ceremony on 8th September 2007. The General Conditions of this Ride are organized in accordance with the FEI statutes. The Draft Schedule for the proposed Ride has been submitted to the Federation Equestre Internationale (FEI) for approval. The Organizing Committee of the Ride has the honour to cordially extent aninvitation to your Club to participate in the Ride. INFORMATION Information on the Ride and the Rules and Regulations under which the Ride shall be conducted are as follows: 1. THE RIDE There shall be four (4) categories of Ride: 1.1. CEI *** - 160 Km. Participation is open to individual and team events for local and foreign riders. 1.2. CEI *** - 120 Km. Participation is open to individual and team events for local and foreign riders. 1.3. 80 Km. Participation is open to all riders, entity members of the Equestrian Association of Malaysia (EAM). 1.4. 40 Km. Participation is open to all riders, entity members of the EAM and local clubs. 2. THE TRAIL 2.1. The CEI *** - 160 Km Ride - One Day Event The trail consists a distance of 160 km, to be
conducted in seven (6) phases of 35 km (Trail A), 31 km (Trail B), 30 km
(Trail C), 25 km (Trail D), 24 km (Trail 2.2. The CEI *** - 120 Km Ride - One Day Event The trail consists a distance of 120 km, to be
conducted in six (5) phases of 31 km (Trail B), 30 km (Trail C), 25 km
(Trail D), 24 km (Trail E) and 10 km (Trail 2.3. 80 Km Ride - One Day Event The trail consists a distance of 80 km, to be conducted in four (4) phases of 30 km (Trail C), 25 km (Trail D), 15 km (Trail F) and, 10 km (Trail G) each. All the Trails of this Ride with a similar to that of the CEI*** - 160 km Ride. The flagoff for this Ride will be at 5.00 p.m. on the 7th September 2007. 2.4. 40 Km Ride - One Day Event The trail consists a distance of 40 km, to be
conducted in two (2) phases of 25 km (Trail D) and 15 km (Trail F) each.
Trail D and Trail F will be similar to that 2.5. Trail Markings and Water Points 2.5.1 The trails shall be marked with noticeable markers at strategic points to guide the riders and to indicate the remaining distance to be covered. 2.5.2 Designated water points along the trails shall be provided at every approximately 10 km distance. 2.6. Trail Inspection The trail inspection shall be organized on the 7th September 2007 (Friday) at 9.00 a.m. Participants are required to assemble at the Ride Secretariat Tent, Ride venue in Gunong. The trail inspection will be conducted by the Trail Manager. 2.7. The Trail Map The trail map shall be made available during the technical briefing. 3. RULES AND REGULATIONS GOVERNING THE RIDE The Ride is organized in accordance with: 3.1. FEI Statutes, 21st Edition, revision 2004. 3.2. FEI General Regulations, 21st Edition, Revision 2005. 3.3. FEI Veterinary Regulations, 10th Edition 2006. 3.4. The Rules for Endurance Riding, 6th Edition effective 1 January 2005. 3.5. New Star Categorization for Endurance, effective 1st January 2005. 3.6. And all subsequent corrections and modifications to the above Rules and Regulations as published by the FEI. An arbitration procedure is provided for in the FEI Statues and General Regulations referred to above. In accordance with this procedure, any appeal against a decision rendered by the FEI or its official bodies is to be settled exclusively by the Court of Arbitration for Sport (CAS) in Lausanne, Switzerland. 4. total control over all matter concerning the participating horses’
health, safety and welfare and the FEI Veterinary 6.2. At the compulsory halts, the riders shall cross the Veterinary Gate when they are ready for the veterinary inspection. The horses must be presented within 20/30 minutes (Recovery Time) to the Commission for inspection and during this period, the horse may be inspected more than once if the Commission so decides and time permits, however horse may be presented only twice. The horse that does not pass the pulse and respiratory control tests during the allowed period shall be eliminated. A horse may also be eliminated if it shows signs of excessive fatigue, heat stroke, colic, myopathie and severe dehydration or abnormally high temperature (40 C), lameness and serious soreness, lacerations and wounds even if heart and respiratory rates are not excessive. From the moment the rider has asked for the control test which has been successful, the horses shall be kept on timed hold not shorter than the following prescribed times: CEI *** - 160 Km Category

Final Vet Gate Inspection within 30 minutes of arrival - to be presented only once. 6.3. The Ride Committee in consultation with the Veterinary Commission may decide to modify the length of the time holds according to weather conditions or other exceptional circumstances and to vary the maximum time for the completion of each phase. 6.4. A part of the vet checks, riders should lead their horses in a trot when instructed by the Veterinarians. Riders must ensure that as a safety precaution, horses when presented for vet checks preferably are geared with bit and rein. 6.5. Apart from the pre-ride vet check, there shall be compulsory vet inspection at the end of each phase. Should a horse be withdrawn from competition at a vet gate, it must be presented for veterinary inspection within 30 minutes of withdrawal. If withdrawal occurs on course, the horse must be inspected by a member of the veterinarian panel as soon as it is returned to the ride base. 6.6. Final Inspection (Art. 830.5) The Veterinary Commission (in total three persons) must examine together, in the competition stables, within two (2) hours after the finish, all horses which have completed the course and determine whether any of them, for any reason, needs to be immediately administered any invasive medication (prohibited substances, injections and parenteral fluids). If such treatment is necessary for the horsesí welfare and safety within the two (2) hours, these horses must be eliminated and the classification adjusted accordingly. 6.7. Treatment for Horses Fees for any treatment provided will be at the expenses of owners and competitors. 7. APPEAL COMMITTEE An appeal Committee is not required as this Endurance Ride falls under Status CEI*, CEI** & CEI*** 7.1. Complaints All complaints must be lodged to the President of Ground Jury, in order to be valid must be made in writing and accompanied by a deposit of CHF 150. - Which is equivalent to RM340.00 and shall be non-refundable. 8. COMPLETION TIME The Riders must complete each phase within the time allowed. 8.1. For the CEI *** one day event, the minimum speed limit is 10 km per hour. The Vet Gates shall open and close as follows: CEI *** - 160 Km Category (Trail A, B, C, D, E & F)

______________________________________________________________________________________________ 9.1. For the 160 Km Ride There shall be an Individual Category for this Ride. In the Individual Category, the first three (3) qualifying riders shall win prizes, trophies and Certificate. All completed and vetted-in riders shall be awarded each a Certificate. Elevator Rule Rider which is to qualify for the elevator must declare at the 85 km and certificate must be awarded for the 100 km and above and pass all the final Vet Gate procedures. 9.2. For the 120 Km Ride There shall be only an Individual Category for this Ride. The first
three (3)
qualifying riders shall win trophies and Certificate. 10. VETERINARY REGULATIONS, 10th EDITION 10.1. Veterinary Examinations, Inspections and Passport Controls These will be carried out in accordance with Vet. Reg. Art. 1011; General Regulations 21st Edition, revision 2005 will apply: In Accordance with Art. 139.1 Every horse entered for any competition at CNs or CIMs (see Appendix D) in a foreign country, and all horses entered for Cis, CIOs, Championships, Regional ang Olympic Games, whether at home or in foreign countries (see GRs 141.2) must have an official, valid FEI Passport, or a National Passport approved by the FEI accompanied by an FEI recognition Card, as a means of identification and to establish ownership. In Accordance with Art. 139.2 Horses taking part in CNs and CIMs (see Appendix D) in their own country are not required to have such passport as is mentioned in paragraph 1. All such horses must be properly registered and identifiable and, unless there is no national requirement for equine influenza vaccination in the host country and in the country of origin, all horses must have a valid vaccination certiificate. 10.2. Equine Influenza Vaccination, Vet. Regs. Annex VI The FEI requires all horses competing in FEI competition to provide evidence of sufficient vaccination against equine influenza. This involves regular six monthly booster vaccinations following a primary vaccination course, as from January 2005. All horses and ponies for which an FEI passport or a National Passport approved by the FEI has been issued must have the vaccination section completed and endorsed by a veterinarian, stating that it has received two injections for primary vaccination against equine influenza, given between 1 and 3 months apart. In addition, a booster vaccination must be administered within each succeeding 6 months (+ - 14 days) following the second vaccination of the primary course. None of these injection must have been given within the preceding 7 days including the day of the competition or of entry into the competition stables. The above are the minimum requirements for influenza vaccination. The primary course and subsequent booster vacinnations should be given according to the manufacturerís instruction that will fall within the stipulation of the FEI ruling. 10.3. Sampling for Prohibited Substances, Vet. Regs. Chap V & VI and Annex III The objective is to protect the integrity of equestrian sports through controlling the use of substances capable of giving a horse an advantages or disadvantage in an event, contrary to its natural abilities. Special guidelines are applicable for events covered by the FEIís Medication Control Program (MCP). An all other international event horses are subject to compulsory sampling for Prohibited Substances. The Sampling Procedure and instructions for collecting samples, as contained in the sampling kit, have been carefully drawn up so that all concerned appreciate their roles and understand the procedures involved. All aspects must be strictly followed. 10.4. Additional Requirement All horses taking part in the event is subject to Veterinary Examination for Strangle. Health certificate issued by Government Veterinarian as a proof that horse has passed veterinary examination must be presented to the Organizing Committee Secretariat. 11.THE FEI CODE OF CONDUCT FOR THE WELFARE OF THE HORSES The Federation Equestre Internationale (FEI) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences. 1. At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation. 2. Horses and competitors must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids. 3. Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event. 4. Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement. The FEI urges all those involved in equestrian sport to attain the highest levels of education in their areas of expertise relevant to the care and management of the competition horse. This Code of Conduct for the Welfare of the Horse may be modified from time to time and the views of all are welcomed. Particular attention will be paid to new research findings and the FEI encourages further funding and support for welfare studies. 12. DRESS CODE In accordance with the FEI Rules, the Riders shall use protective headgear of equestrian/endurance standard. Dress must be appropriate and not detrimental to the image of Endurance Riding. It is strongly recommended at all Endurance competitions to wear the following dress:- i. breeches or jodhpurs or riding tights. ii. footwear without a heel only permitted when using caged stirrups or similar. iii. a shirt with collar. iv. For ceremonies a uniform dress with approciate head gear, protective if mounted, hunting cap or recognized helmet and with long-sleeved jackets or wind breakers, shirt and team tie (or equivalent) is required, and; v. In inclement weather, appropriate dress may be added. 13. STABLING There shall be adequate stabling facilities at the Ride venue (Gunong). Entities participating in the event are required to make prior arrangement with the Stabling Committee of Host Representative for the stabling facilities required. A fee shall be levied for the stables. 14.FARRIERS, GROOMS, STRAPPERS While there shall be two (2) Farriers at hand to provide their services at a cost and to attend to emergencies along the trail, it shall be the Rider’s responsibility to ensure that their horses are well shod before the ride. The Riders are advised to bring their own Grooms and Strappers while outstation Riders may make prior arrangements with the horse owners for the services of Grooms and Strappers. 15.FLAG-OFF The CEI *** 160 Km Category shall be flagged off at 4.00 p.m. on 7th Sept., 2007, the CEI *** 120 Km Category will be flagged off at 4.00 p.m. on the 7th Sept., 2007, the 80 Km Category will be flagged off at 5.00 p.m. on the 7th Sept., 2007 and the 40 Km Category will be flagged of at 7.00 a.m. on the 8th Sept., 2007 at Gunong, Bachok, which is about 20 km from Kota Bharu, the State Capital of Kelantan. No rider shall be allowed to start later than 15 minutes after the starting time. 16.PRIZES The following prizes shall be awarded: 16.1. CEI *** - 160 Km Category a. Individual Category: 1st : RM 7,000.00, trophy and certificate. b. Best Conditioned Horse: RM 6,000.00 and certificate. Note: Should the MCP (Medication Control Program) report be positive, the horse will be eliminated and the classification adjusted accordingly. 16.2. CEI *** - 120 Km Category: The winners shall be awarded the following: 1st : RM 3,900.00, trophy and certificate. For completion: All Riders who complete the Ride and who have beenvetted-in shall be awarded each a certificate. 16.3. 80 Km Category: The winners shall be awarded the following: 1st : RM 2,500.00, trophy and certificate. For completion: All Riders who complete the Ride and who have been vetted-in shall be awarded each a certificate. 16.4. Riders 40 Km Category : A trophy and certificate will be issued to the rider successful completed the ride. The Prize Giving Ceremony will be held on 8th September 2007 at 8.30 p.m. at the Renaissance Hotel Kota Bharu, during dinner. 17.LEASING OF HORSES Riders may make their own arrangements with the horse owners to lease horses. Please call the Secretariat for further details. The leasing charges shall be mutually agreed upon between the Riders and the horse owners and the Association shall not be a party to any such arrangement. The list of horse owners with their contact numbers will be made available upon request. 18.PARTICIPATION FEES The participation (registration) fees shall be as follows: 160 Km - RM 200.00 18.1. For the 160 Km Category RM 200.00 per participant. (Stable fee is RM40.00/per day/per horse) 18.2. For the 120 Km Category RM 150.00 per participant. (Stable fee is RM40.00/per day/per horse) 18.3. For the 80 Km Category RM100.00 per participant. (Stable fee is RM40/per day/per horse). The fees chargeable shall include the entrance fee for the Ride, meals and refreshment throughout the event. The completed Registration Form (attached) must reach the Organizing Secretariat on or before 1st September 2007. 18.4. For the 40 Km Category RM 50.00 per participant. (Stable fee is RM20.00/per day/per horse) 18.5. Closing Date of Entry Noon on the 1st September 2007. Late entry fee is doubled. 18.6. Accommodations Competitors’ own expenses or otherwise arranged for. The organizer may assist in making booking/reservation for your definite stay or you may arrange them directly. Irama Beach Resort 19.PRE-RIDE VET CHECK, TECHNICAL BRIEFING AND BRIEFING BY THE COMMITTEE RESPONSIBLE FOR THE TRAIL All horses must be vetted in on the 6th September 2007 between 10.00 a.m. and 2.00 p.m. at the Ride venue in Gunong, Bachok. Technical briefing shall follow immediately thereafter and it shall be compulsory for all Riders to attend this briefing. The Ride Committee shall also address the Riders on the important aspects of the Ride and Riders may use this opportunity to clarify any doubts they may have. The Committee responsible for the Trail shall brief the Riders on the trail and render advice on measures to be taken to ensure a safe ride. This briefing will be conducted prior to the trail inspection at 3.00 p.m. on 6th September 2007. 20.INSURANCE In accordance with the FEI Rules all owners and competitors are personally responsible for damages to third parties caused by themselves, their employees, their agents or their horses. They are therefore strongly advised to take out third party insurance providing full coverage for participation in equestrian events at home and abroad and to keep the policy up to date. 20.1 Fees by Private Treaty Medical doctors, should they be required, will be at individual’s expenses. 21.PASSPORT All horses entered for any of the above category must have an official FEI Passport, or a National Passport approved by the FEI, as a means of identification and to establish ownership and influenza vaccinations according to FEI rules. Horses without a valid Passport will not be allowed to participate in the Ride. 22.PROGRAMME The detailed programme for the Ride shall be provided later. 23.DISQUALIFICATION The violation of any Rules and Regulations of FEI governing Endurance Rides and rules herein set out shall lead to the disqualification of the Rider. 23.1. Cruelty to Horses As the welfare of the horses is of primary importance, any act, which in the opinion of the Ground Jury/Ride Committee can clearly and without doubt be defined as cruelty, shall be penalized by disqualification. Such acts may include: • Use of spur (Art. 818) 23.2. Competitors in Difficulty at a Hazard During the Course (Art. 814) A competitor in difficulty during the course or before a hazard, who is about to be overtaken by a following competitor, must quickly clear the way. Willful obstruction of an overtaking competitor is penalized by disqualification. 23.3. Forbidden Assistance (Art. 816) Any outside assistance other than stated in Art. 815.1 are forbidden under penalty of elimination. Any intervention by a third party, whether solicited or not, with the object of giving advantage to the competitor or his horse, is considered illegal assistance. In particular, the following are forbidden: • To be followed, preceded or accompanied on any part of the course by any vehicle, bicycle, pedestrian or horseman not in the competition. • To have someone at a hazard to encourage the horses by any meanswhatsoever. • To cut wire fences, to dismantle a part of an enclosure so as to clear a way or to cut down trees. • The use of mobile phones is permitted. All other communication systems between the competitors and members/officials of a team must be approved by the Ground Jury on the day of competition. 23.4. Assistance Allowed During the Course (Art. 815) 23.4.1. Outside assistance during the course is allowed in order to help the competitor to water and wash down the horse. The competitor may be assisted to adjust his equipment and to remount, or he may be handed anything he needs. All assistance is only allowed at the designated water point and as marked in the Trail Map by the symbol “H2O”. The competitor may along the trail be allowed to receive water for his consumption in water bottles not larger than 500ml in volume. 23.4.2. Before the start and after the finish and at compulsory halts of veterinary inspections, it is permitted to assist the competitor and to attend to his horse (grooms, water, etc). 23.4.3. In any case, for example after a fall or if the competitor is separated from his horse, or in the case of loose or lost horseshoe, he may be assisted to recover his horse, to replace the shoes and to remount, or he may be handed any part of his horse, to replace the shoes and remount, or he may be handed any part of his equipment, and this while he is dismounted or remounted. 23.5. Prohibited Substances The use of painkillers and performance boosting drugs and drugs generally as laid down in the Olympic Movement Anti-Doping Code either taken orally or intravenously by the competitor or his horse shall lead to the immediate elimination of the competitor from the Ride. Complaints or reports of such action must be accompanied whenever possible by the signature and address of witnesses of the action. The complain or report must be given to the Ground Jury as soon as possible who may then decide the appropriate action to take. There shall be no appeal against the decision of the Ground Jury. 24.AMENDMENTS The Organizing Committee reserves the right to amend any of the information hereinabove except the Technical Rules and Regulations of FEI without any prior notice being given to the participants. If any rules herein is in conflict or inconsistent with the Rules of FEI, the latter shall take precedence and the former shall to the extent of such conflict or inconsistency be rendered void. 25.CONFIRMATION OF PARTICIPATION Please confirmed your participation by filling in the Registration Form (as attached to this instruction) and kindly send or fax it (Fax no 09-7443164) to the Organizing Committee Secretariat, to reach the Secretariat not later than 1 September 2007.
