The aim is to raise the status of the sport whereby Malaysian endurance riders and its supporting fraternity achieve excellence and recognition both locally and in the international arena. This year Edaran Endurance Classic is jointly organized by Edaran Digital Systems Berhad and Yayasan DiRaja Sultan Mizan. For the first time the competition venue is moved from its traditional ground in ar-Raudhah, Kuang, Selangor to Terengganu International Endurance Park, Lembah Bidong, Setiu, Terengganu. The organizers take great pride to play a role in supporting the preparations of the World Endurance Championship due to be held in Terengganu in 2008. The main event of Edaran Endurance Classic this year is the CEI-FEI 3* 160km ride. Riders may use this ride as a process to obtain their Certificate of Capability for the World Endurance Championship. Details of the Edaran Endurance Classic 2007 are as follows:-
The event is sanctioned by the EAM and FEI and will be organized in accordance with the following FEI Rules and Regulation as a guidelines;
An arbitration procedure is provided for in the FEI Statutes and General Regulations referred to above. In accordance with this procedure, any appeal against a decision rendered by the FEI or its official bodies is to be settled exclusively by the Court of Arbitration for Sport (CAS) in Lausanne Switzerland. On behalf of the Organizing Committee, it is our honor to cordially extend our invitation to Members of the Equestrian Association of Malaysia (EAM) and individual foreign rider who are interested to participate in the above mentioned competition. Followings are set out the important information on the Ride under which the Ride shall be conducted. OFFICIAL
SPECIFIC TECHNICAL CONDITIONS
HEART RATE At each Vet Check the pulse rate must not exceed 64 within 30 minutes recovery. MINIMUM WEIGHT Kg : 75 Weighing Method : Electronic PLACE AND TIME OF START Place : Terengganu International Endurance Park, Lembah Bidong, Merang, Setiu, Terengganu Darul Iman. Time : 4:00 pm on the 28th July 2007 (Saturday) The CEI3* 160KM category being the main event, the Organizing Committee has decided to have three (3) more categories as complement to the main event. By using the same trails in different combination, riders will have a choice to participate either in CEIJY & CEI 3* 120KM, 80KM or 40KM category. Summary of the technical parameters of each of the categories are as follows:-
Note: Final Vet Gate Inspection shall be within 30 minutes of arrival for all categories one presentation only COMPETITION There shall be individual and team events for CEI3* 160Km, CEIJY3* / CEI3* 120Km and 80Km categories. The individual winner is the one with the best time. The winning team is the team with the best time after adding the final classification of the three highest placed competitors in the team. In the case of a tie, the winning team will be the one whose third competitor has the best time. In the event that only two members of one or more teams are classified, these teams shall be placed in order after all teams with three classified members. For the 40Km category, there shall be only an individual event. TRAILS Participants in all categories will be flagged off at the respective start times at Terengganu International Endurance Park (TIEP), Lembah Bidong. The trails consist of shore front, wooded areas, water crossing, village settlements, flat logistic road & tarmac. The trail shall be marked with noticeable markers at strategic points to guide the Riders. Designated water points along the trail shall be provided at approximately every 3Km distance. The trail inspection shall be organized on the 26 July 2007 at 5.00 pm. Participants are required to assemble at the Secretariat station at TIEP, Lembah Bidong and the Course Master, shall lead to inspect the trail. FACILITIES OFFERED HORSES Horses are to be arranged by the individual participant or country. STABLING There are adequate stabling facilities at the TIEP, Lembah Bidong. Entities participating in the event are required to make prior arrangement with the Stabling Committee of Host Representative for the stabling facilities required and a fee will be chargeable. TRANSPORTATION Transportation to float the horses from Kuala Lumpur to Terengganu International Endurance Park (TIEP) Lembah Bidong and back will be arranged (pickup point at ar-Raudhah, Kuang). All interested parties are required to contact En Mohamad Din Mat (HP: +6012-3455033) of ar-Raudhah Equine Centre BEFORE 10TH Jul 2007 for further information and arrangement. FORAGE Forage is to be paid by the individual rider. ENTRIES AND REGISTRATION ENTRIES PRE-QUALIFICATION It is the desire of the Organizer to see a high rate of completion in the respective categories. Only quality and experienced horses/riders shall be allowed to participate in the 160Km and 120Km categories. Thus will improve the completion rate without compromising the horses welfare. Only horses that have done/completed 120Km ride and above (within 18 months prior to the closing date of nominated entry) shall be allowed to participate in CEI3* 160Km. For CEIJY3* / CEI3* 120Km categories, horses/riders must have done/completed 80Km ride and above (within 18 months prior to the closing date of nominated entry). The decision of the Ground Jury, taken on the recommendation of the official veterinarians on all matters concerning eligibility of the horses/riders participating in the Edaran Endurance Classic 2007 is final and there can be no appeal against them. CLOSING DATE FOR NOMINATED ENTRIES AND REGISTRATION In order for the Organizer to prepare and allocate adequate and proper stables for participants, Clubs/Individuals are reminded to confirm their Nominated Entries by 15th Jul 2007. Registration of riders/horses shall be made to the Event Secretariat from 9.00 am to 5.00 pm on the 26th Jul 2007. Entry Fee The fees chargeable per participant/horse shall be as follows:
Note: The stable will be open from 22nd Jul to 1st Aug 2007 only. Arrival of horse(s) must be accompanied with their respective valid passport failure which, stable allocation will be denied. VETERINARY COMMISSION 1. The Veterinary Commission shall have total control over all matters concerning the participating horses’ health safety and welfare and shall apply the FEI Veterinary Regulations. 2. At the compulsory halts, the riders shall cross the Veterinary Gate when they are ready to pass the veterinary inspection. The horses must be presented within 30 minutes to the Commission for inspection and during this period the horse may be inspected more than once if the Commission so decides and time permits, however horses may be presented only twice. The horse that does not pass the pulse and respiratory control tests during the allowed period shall be eliminated. A horse may also be eliminated if it shows signs of excessive fatigue, heat stroke, colic, myopathies and severe dehydration or abnormally high temperature (40° C), lameness and serious soreness, lacerations and wounds even if heart and respiratory rates are not excessive. From the moment the rider asks for the control test which is thereafter successful, the horse shall be kept on timed hold not shorter than the prescribed times mentioned above. Final Vet. Gate inspection within 30 minutes of arrival – to be presented only once. 3. The Ride Committee in consultation with the Veterinary Commission may decide to modify the length of the timed holds according to weather conditions or other exceptional circumstances and to vary the maximum time for the completion of each phase. 4. As part of the vet checks, riders should lead their horses in a trot when instructed by the Veterinarian. Riders must ensure that as a safety precaution, horses when presented for vet checks preferably are geared with bit and rein. 5. Apart from the pre-ride vet check, there shall be compulsory vet checks at the end of each phase. Should a horse be withdrawn from competition at a vet gate, it must be presented for veterinary inspection within 30 minutes of withdrawal. If withdrawal occurs on course, the horse must be inspected by a member of the veterinarian panel as soon as it is returned to the ride base. 6. Final Inspection (Art. 830.5) The Veterinary Commission (in total three persons) must examine together, in the competition stables, within 2 hours after the finish, all horses which have completed the course and determine whether any of them, for any reason, needs to be immediately administered any invasive medication (prohibited substances, injections and parenteral fluids). If such treatment is necessary for the horse’s welfare and safety within the two (2) hours, these horses must be eliminated and the classification adjusted accordingly. 7. Treatment for horses Fees for any treatment provided will be at the expenses of owners and competitors. APPEAL COMMITTEE An Appeal Committee is not required as this Endurance Ride falls under Status CEI1*, CEI2* & CEI3*. Complaints All complaints, to be valid, must be made in writing and accompanied by a deposit of CHF 150. – which is equivalent to RM450.00 and which shall be non-refundable. VETERINARY REGULATIONS, 10TH EDITION 1. Veterinary Examinations, Inspections and Passport Controls These will be carried out in accordance with Vet. Reg. Art. 1011; Rules for Endurance Riding Events Art. 829 & 830. General Regulations 21st Edition, revision effective 1st Jun 2006 will apply : In accordance with Art. 139.1 Every horse entered for any competition at CNs or CIMs (see Appendix D) in a foreign country (see GRs 141.2), and all horses entered for other CIs, CIOs, Championships, Regional and Olympic Games, whether at home or in foreign countries (see GRs 141.2), must have an official, valid FEI Passport, or a National Passport approved by the FEI accompanied by an FEI recognition Card, as a means of identification and to establish ownership. In accordance with Art. 139.2 Horses taking part in CNs and CIMs (see Appendix D) in their own country are not required to have such passport as is mentioned in paragraph 1. All such horses must be properly registered and identifiable and, unless there is no national requirement for equine influenza vaccination in the host country and in the country of origin, all horses must have a valid vaccination certificate. 2. Equine Influenza Vaccination, Vet. Regs. Annex VII The FEI requires all horses competing in FEI competition to provide evidence of sufficient vaccination against equine influenza. This involves regular six monthly booster vaccinations following a primary vaccination course, as from January 2005. All horses and ponies for which an FEI passport or a National Passport approved by the FEI has been issued must have the vaccination section completed and endorsed by a veterinarian, stating that it has received two injections for primary vaccination against equine influenza, given between 1 and 3 months apart. In addition, a booster vaccination must be administered within each succeeding 6 months (+ - 14 days) following the second vaccination of the primary course. None of these injections must have been given within the preceding 7 days including the day of the competition or of entry into the competition stables. The above are the minimum requirements for influenza vaccination. The primary and first course and subsequent booster vaccinations should be given according to the manufacturer’s instruction that will fall within the stipulation of the FEI ruling. 3. Sampling for Prohibited Substances, Vet. Regs. Chap V & VI and Annex IV The objective is to protect the integrity of equestrian sports through controlling the use of substances capable of giving a horse an advantages or disadvantage in an event, contrary to its natural abilities. Special guidelines are applicable for events covered by the FEI’s Medication Control Program (MCP). An all other international event horses are subject to compulsory sampling for Prohibited Substances. The Sampling Procedure and instructions for collecting samples, as contained in the sampling kit, have been carefully drawn up so that all concerned appreciate their roles and understand the procedures involved. All aspects must be strictly followed. Additional requirement – All horses taking part in the event is subject to veterinary examination for Strangle. Health certificate issued by Government Veterinarian as a proof that horse has passed veterinary examination must be presented to the Organizing Committee secretariat. THE FEI CODE OF CONDUCT FOR THE WELFARE OF THE HORSES The Federation Equestre International (FEI) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that all times the welfare of the horses must be paramount and must never be subordinated to competitive or commercial influences. i. At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation. ii. Horses and competitors must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten the welfare or safety, pregnancy in mares and the misuse of aids. iii. Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event. iv. Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement. The FEI urges all those involved in equestrian sport to attain the highest possible levels of education in their areas of expertise relevant to the care and management of the competition horse. This Code of Conduct for the Welfare of the Horse may be modified from time to time and the views of all are welcomed. Particular attention will be paid to new research findings and the FEI encourages further funding and support for welfare studies. DRESS CODE In accordance with the FEI Rules the riders shall use protective headgear of equestrian/endurance standard. Dress must be appropriate and not detrimental to the image of Endurance Riding. It is strongly recommended that at all Endurance competitions, competitors wear the following dress:- i. breeches or jodhpurs or riding tights, ii. footwear without a heel only permitted when using caged stirrups or similar, iii. a shirt with collar, iv. or ceremonies a uniform dress with appropriate head gear, protective if mounted, hunting cap or recognized helmet and with long-sleeved jackets or wind breakers, shirt and team tie (or equivalent) is required, and; v. in inclement weather, appropriate dress may be added. FARRIERS, GROOMS, STRAPPERS While there shall be two (2) farriers at hand to provide his services at a cost and to attend to emergencies along the trail, it shall be the rider’s responsibility to ensure that their horses are well shod before the Ride. The Riders are advised to bring their own grooms and strappers while outstation Riders may make prior arrangements with the horse owners for the services of grooms and scrappers. FLAG-OFF The flag-off will be at the Terengganu International Endurance Park, Lembah Bidong, Merang, Setiu, Terengganu Darul Iman at the following time:

40 Km Ride The first Five (5) completions shall be awarded in kinds with horse tack and certificate each. Note: All riders who has completed and vetted-in will be awarded with a Completion Certificate each in their respective categories. TECHNICAL BRIEFING AND FIRST INSPECTION A technical briefing will be held on Friday 27th Jul 2007 at 3:00 pm at Terengganu International Endurance Park, Lembah Bidong. It shall be compulsory for all Riders to attend this briefing. The Ride Committee shall also address the Riders on the important aspects of the ride and Riders may use this opportunity to clarify any doubts they may have. The Committee responsible for the Trail shall brief the Riders on the trail and render advice on measures to be taken to ensure a safe ride. The first inspection shall follow immediately thereafter between 4.00 pm to 6.00 pm. INSURANCE All owners and competitors are personally responsible for damages to third parties caused by themselves, their employees, their agents or their horses. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad and to keep the policy up to date. Fees by private treaty A paramedic including a Medical doctor, should they be required, can be made available at the individual’s expenses. PASSPORT All horses must have either an official FEI Passport or National Passport approved by the FEI, as a means of identification and to establish ownership and influenza vaccinations according to FEI rules. It is compulsory for horses participating in CEI3* category to have a valid FEI Passport. Horses without the valid Passport will not be allowed to participate in the event. EVENT SCHEDULE/PROGRAMME (Art. 114, 115) In exceptional circumstances, together with the approval of the Technical Delegate/Ground Jury, the Organizing Committee reserves the right to modify the schedule in order to clarify any matters or matters arising from an omission or due to unforeseen circumstances. Any such changes must be officially and personally informed/notified to all competitors and officials as soon as possible and they must be reported to the Organizing Committee. In the event that exceptional circumstances so demand and decision is made by the Ground Jury, the Organizing Committee reserves the right to cancel the events. DISQUALIFICATION A competitor eliminated or disqualified for any reason must leave the course at once and he/she will have no right to continue unless there is no viable alternative. The violation of any Rule or Regulation of FEI governing endurance rides and the rules herein set out shall lead to the disqualification of the Rider. Cruelty to Horses As the welfare of the horses is of primary importance, any act, which in the opinion of the Ground Jury/Ride Committee can clearly and without doubt be defined as cruelty, shall be penalized by disqualification and the individual concerned shall be reported to the FEI. Such acts may include:- - use of spur. (Art. 818) - use of draw (running) reins (Art. 818) - an excessive use of the whip. (Art. 819) - the excessive pressuring of a tired horse. (Art. 819) Competitors in Difficulty at a Hazard during the Course (Art. 813) A competitor in difficulty during the course or before a hazard, who is about to be overtaken by a following competitor, must quickly clear the way. Willful obstruction of an overtaking competitor is penalized by disqualification. Forbidden Assistance (Art. 816) Any outside assistance other than stated in Art. 815.1 are forbidden under penalty of disqualification. Any intervention by a third party, whether solicited or not, with the object of giving advantage to the competitor or his horse, is considered illegal assistance. In particular, the following is forbidden: - To be followed, preceded or accompanied on any part of the course by any vehicle, bicycle, pedestrian or horseman not in the competition. - To have someone at a hazard to encourage the horses by any means what so ever - To cut wire fences, to dismantle a part of an enclosure so as to clear a way or to cut down trees The use of mobile phones is permitted. All other communication systems between the competitors and members / officials of a team must be approved by the Ground Jury on the day of competition. Assistance allowed during the Course (Art. 815) (a) Outside assistance during the course is only allowed in order to help the competitor to water and wash down the horse. The competitor may be assisted to adjust his equipment and to remount, or he may hand anything he needs. All assistance is only allowed at the designated water point and as marked in the Trail Map. The competitor may along the trail be allowed to receive water for his consumption in water bottles not larger than 500ml in volume. (b) Before the start and after the finish and at compulsory halts of veterinary inspections, it is permitted to assist the competitor and to attend to his horse (grooms, water, etc.) (c) In any case, for example after a fall or if the competitor is separated from his horse, or in the case of loose or lost horseshoe, he may be assisted to recover his horse, to replace the shoes and to remount, or he may be handed any part of his equipment, and this while he is dismounted or remounted. Prohibited Substances (Gars - Art. 145 & 146) ; (VRs - Art. 1013 & Annex IV) The use of painkillers and performance boosting drugs and drugs generally as laid down in the Olympic Movement Anti-Doping Code either taken orally or intravenously by the competitor or his horse shall lead to the immediate elimination of the competitor from the ride. Complaints or reports of such action must be accompanied whenever possible by the signature and address of witnesses of the action. The complain or report must be given to the Ground Jury as soon as possible who may then decide the appropriate action to take. There shall be no appeal against the decision of the Ground Jury. AMENDMENTS The Organizing Committee reserves the right to amend any of the information hereinabove except the technical Rules and Regulations of FEI without any prior notice being given to the participants. If any rule herein is in conflict or inconsistent with the Rules of FEI, the latter shall take precedence and the former shall, to the extent of such conflict or inconsistency, be rendered void.
